The New Economics of Modernization in the AI Era
Enterprises still face the same three modernization levers: hire a systems integrator (SI) to lift-and-shift or re-platform, adopt a COTS suite and migrate the data, or re-architect the critical components with more in-house control. AI didn’t change those options, but it obliterated the cost assumptions behind them. With agents now accelerating delivery, they're also introducing new expense line items. The question now is how to set expectations, either internally or with your SI - and what's the balance?
1. SI-led programs: what’s new on the statement of work
Good SIs now treat AI as a force multiplier, not a magic wand. Expect to see:
- Prompt-engineering pods that encode process knowledge into agent prompts.
- GPU/API usage blocks to cover foundation-model inference.
- Model-governance tooling so output stands up to compliance.
- Traditional workstreams like discovery, integration, and change management (those don’t disappear).
The right expectation: AI compresses coding and testing, but people costs shift toward prompt design, oversight, and adoption. You want your SI to price these explicitly so nothing explodes mid-stream.
2. In-house rebuilds: different overhead, same vigilance

Running the program yourself avoids day rates but adds its own bill of materials:
- Subject Matter Experts to supervise agent output and sign off each slice.
- Agent orchestration stack (vector stores, retrieval APIs, telemetry).
- MLOps + governance for logging prompts, monitoring drift, and proving audit trails.
- Change management & training, just like the SI path.
HFS Research (Jan 2026) and SphereInc (Dec 2025) report 20–50% reductions in refactoring/testing timelines when agentic pipelines are in play. That “agent dividend” is real, just make sure to earmark part of it for the new overhead (platform fees, governance, SME time) instead of assuming it’s pure savings.
3. Frame the decision with a joint scorecard
- Scope clarity: Which modules are in play? How much is net-new versus refactor?
- Agent readiness: Do you have the data, documentation, and telemetry to feed agents without weeks of prep?
- Oversight model: Who reviews agent output, and how are approvals logged?
- Agent dividend plan: Every saved hour, who owns it, and where is it reinvested?
Tie milestones (importantly if SI-led) to tangible outputs: refactored services, generated tests, validated regression suites. And if a vendor says “AI will cut this from 1,200 hours to 700,” structure the deal so they only earn payment (or bonus) after you confirm the work actually landed at 700 hours. That way, you’re paying for real savings - not projections.
4. The communication shift
Stakeholders want predictability, not hype:
- Explain the new line items - GPU/API usage, prompt pods, governance - upfront.
- Reassure them on human oversight. Agents accelerate work, but sign-offs stay with accountable owners.
- Showcase slices, not slide decks. Use AI to deliver small, demo-ready chunks before asking for the next tranche.
- Highlight where the dividend goes: “Agents saved 400 hours; 200 go to compliance fixes, 200 to roadmap features.”
Bottom line
Modernization is still a sequencing problem. AI just turned time into the new currency. If you budget for the new cost stack - prompt work, inference, governance, you get to keep the delta. If you don’t, the “savings” vanish into unplanned spend. Whether you’re partnering with an SI or running it yourself, the win goes to whoever makes the agent dividend explicit and reinvests it deliberately.
